VA AVANTI IL DIBATTITO SULLA LINGUA ITALIANA DEI SEGNI (LIS)

Il Presidente del Senato Grasso ha inviato una lettera all’associazione“Radio Kaos ItaLis”,
che ha dato vita a un progetto radiofonico volto a promuovere l’integrazione dei non udenti
ed ha lanciato, sul sito change.org, una petizione a favore del riconoscimento della Lingua
dei Segni Italiana (LIS).
Nella lettera il Presidente ha espresso «il più ampio e sentito sostegno all’iniziativa», impegnandosi «a sollecitare una nuova iniziativa legislativa, che colmi al più presto questa grave lacuna del nostro ordinamento.»
Grasso ha inoltre ricordato che «nel corso della XVI legislatura il Parlamento ha discusso un disegno di legge avente ad oggetto la promozione della piena partecipazione delle persone sorde alla vita collettiva e il riconoscimento della lingua dei segni italiana, approvato dal Senato all’unanimità il 16 marzo 2011 e poi passato all’esame della Camera dei deputati. Questo disegno di legge prevede l’utilizzo della LIS in ambito scolastico e universitario, nonché in giudizio e nei rapporti con le amministrazioni pubbliche. Purtroppo, la legislatura si è conclusa prima dell’approvazione in via definitiva del progetto di legge. Il riconoscimento della lingua dei segni è uno strumento fondamentale per garantire la rimozione delle barriere che limitano l’esercizio dei diritti dei cittadini sordi e che impediscono la piena integrazione nella vita sociale, economica, politica e culturale del Paese. Questi diritti, riconosciuti dagli articoli 3 e 6 della nostra Costituzione, ma anche dalle maggiori organizzazioni internazionali, quali il Consiglio d’Europa, l’ONU e l’Unione europea, devono essere tutelati attraverso misure legislative specifiche.»
Il 5 aprile una delegazione di “Radio Kaos ItaLis” è stata ricevuta dallo stesso Presidente Grasso; l’incontro si è concluso con la lettura, presso l’aula del Senato, degli articoli della Costituzione citati nella lettera di Grasso.

LE DÉBAT SUR LA LANGUE ITALIENNE DE SIGNES (LIS) CONTINUE
Le président du Sénat Grasso a envoyé une lettre à l’association « Radio Kaos ItaLis » qui a donné naissance à un projet radio visant à promouvoir l’intégration des sourds et qui a lancé sur le site www.change.org, une pétition en faveur de la reconnaissance de la langue Italienne des Signes (LIS).
Dans cette lettre, le Président a exprimé « le plus grande et le plus sincère soutien à l’initiative » en promettant « d’exhorter une nouvelle initiative législative qui comble dès que possible cette lacune de notre système juridique ».
Grasso a également déclaré que « durant la législature XVI, le Parlement a débattu d’un projet de loi concernant la promotion de la pleine participation des personnes sourdes dans la vie communautaire et la reconnaissance de la langue des signes italienne, approuvée à l’unanimité par le Sénat le 16 Mars 2011, puis adopté par la Chambre des députés. Ce projet de loi prévoit l’utilisation de la LIS à l’école et à l’université, ainsi que dans les tribunaux et dans les relations avec les administrations publiques. Malheureusement, la législature a terminé avant l’approbation finale du projet de loi. La reconnaissance de la langue des signes est un outil essentiel pour assurer l’élimination des barrières qui limitent l’exercice des droits des citoyens sourds et qui empêchent leur pleine intégration dans la vie sociale, économique, politique et culturelle du pays. Ces droits reconnus par les articles 3 et 6 de notre Constitution, mais aussi par les grandes organisations internationales comme le Conseil de l’Europe, l’ONU et l’Union européenne devraient être protégés par des mesures législatives spécifiques ».
Le 5 Avril, une délégation de « Radio Kaos ItaLis » a été reçue par le président Grasso, la réunion a été couronnée par la lecture, dans la salle du Sénat, des articles de la Constitution mentionnés dans la lettre de Grasso.

THE DEBATE ABOUT THE ITALIAN SIGN LANGUAGE GOES ON
The President of the Senate Grasso has sent a letter to the association “Radio Kaos ItaLis”. This association has given life to a radio project aiming to promote the integration of deaf people and it has launched a petition in favour of the acknowledgement of the Italian Sign Language (LIS) on the website change.org.
In his letter, the President has expressed “the biggest and true support to the initiative” thus committing himself “to advocate a new law initiative that can cover this serious lack in our set of rules”.
Quoting his words: “during the XVI Legislature, the Parliament has debated a law concerning the promotion of the full participation of deaf people to collective life and the acknoledgment of the Italian Sign Language. The law has been approved by the Senate unanimously on the 16th of March 2011 and then examined by the Chamber of Deputies. This law provides for the use of LIS in schools and universities, in the Court and in the relations with the Public Administration. Unfortunately, the Legislature ended before the final approval of the project. The acknowledgment of the Sign Language is a fundamental tool that guarantees the removal of all the barriers that limit deaf citizens’ rights and that prevent the complete integration in the social, economic, politic and cultural life of the Country. These rights are included in articles 3 and 6 of our Constitution but also recognized by the most important international organizations such as the Council of Europe, the UN and the European Union, and must be protected by specific laws”.
A delegation of “Radio Kaos ItaLis” has been welcomed by President Grasso himself on the 5th of April. The meeting ended with the reading in the Senato hall of the articles of the Constitution mentioned in his letter.

QUANDO LA CURA UCCIDE PIÙ DELLA MALATTIA

Non è tanto la crisi economico-finanziaria che stiamo subendo a mettere in pericolo la sanità, e quindi la salute, ma piuttosto la cura per uscire dalla crisi: le politiche di tagli alla spesa pubblica e la sostanziale messa al muro dello “stato sociale”. Non sono pericolosi rivoluzionari bolscevichi ad affermarlo ma il glorioso e paludato “The Lancet”, la più antica e british rivista di medicina scientifica, nata quando il Positivismo aveva appena iniziato a rappresentare nei salotti buoni la Scienza, il Progresso, la Modernità, il Futuro…
Una ricerca condotta col metodo scientifico dimostra che l’austerity, nonostante apparenze, luoghi comuni e leggende metropolitane più o meno pilotate ad arte, fa aumentare suicidi e malattie infettive. La pubblicazione on line sulla rivista inglese (27 marzo 2013), a firma di Marina Karanikolos, Philipa Mladovsky, Jonathan Cylus, Sarah Thomson, Sanjay Basu, David Stuckler, Johan P Mackenbach, Martin McKee ha un titolo piuttosto chiaro: “Financial crisis, austerity, and health in Europe” (vedi).
La ricerca è stata ripresa, spiegata e rilanciata, sempre in inglese e on line, dal tedesco Der Spiegel (vedi) e le conclusioni che derivano da questa verifica sperimentale sono state riprese anche dall’Oms. Le parole d’ordine usate sono: “Non aumentare le diseguaglianze sociali coi tagli in sanità” (vedi) e “Proteggere il finanziamento ai sistemi sanitari” (vedi).
QUAND LE TRAITEMENT tue plus que LA MALADIE
Ce n’est pas tant la crise économique et financière que nous subissons à compromettre la santé, mais plutôt la gestion de la crise : la politique de réduction des dépenses publiques et de la condamne de l’« État-providence ». Ils ne sont pas de dangereux révolutionnaires bolcheviques qui disent cela mais la glorieuse et pompeuse « The Lancet », le plus ancien et British journal de la médecine scientifique, né lorsque le positivisme avait juste commencé à représenter, dans les salons de la science, le progrès, la modernité, l’avenir…
Une recherche menée avec la méthode scientifique montre que l’austérité, malgré les apparences, les stéréotypes et les légendes urbaines plus ou moins entraînés à l’art, augmente les suicides et les maladies infectieuses. La publication en ligne du journal anglais (27 Mars 2013), signé par Marina Karanikolos, Philipa Mladovsky, Jonathan Cylus, Sarah Thomson, Sanjay Basu, David Stuckler, Johan P. Mackenbach, Martin McKee a un titre plutôt clair : « Financial crisis, austerity, and health in Europe » (voir).
La recherche a été reprise, expliquée et relancée, encore une fois en anglais et en ligne, par l’allemand Der Spiegel (voir) et les conclusions qui sont tirées de cette vérification expérimentale ont également été utilisées par l’OMS. Les mots clés utilisés sont : « Ne pas augmenter les inégalités sociales avec les coupures dans la santé » (voir) et « Protéger le financement des systèmes de santé » (voir).
WHEN TREATMENT KILLS MORE THAN THE DISEASE
It is not the economic and financial crisis we are suffering that endangers the health care system and health itself but the treatment used to recover from it: that is to say, the cuts in public expenditure and the decay of the welfare state. These assertions do not come from dangerous bolshevik revolutionaries but from “The Lancet”, the illustrious, noble and oldest british review of scientific medicine, born when Positivism started to represent Science, Progress, Modernity and Future in the cultural gatherings.
A research done with the scientific method shows that austerity, despite appearences, clichès and urban legends, leads to an increase of suicides and infectious diseases. The online publication of the british review (27th of March, 2013) by Marina Karanikolos, Philipa Mladovsky, Jonathan Cylus, Sarah Thomson, Sanjay Basu, David Stuckler, Johan P Mackenbach, Martin McKee has a clear title: “Financial crisis, austerity, and health in Europe” (see:vedi).

QUELLA “BOTOXINA” NON CONVINCE LA MEDICINA COSMETICA

Un preparato antirughe (“BoToxinA”) in vendita sulla Rete a prezzi molto competitivi è oggetto attualmente delle attenzioni della Società Italiana di Medicina Estetica (vedi).
Esiste infatti il rischio che si tratti ancora della vendita illegale di un prodotto farmaceutico, già segnalato nel 2011, che non ha superato i passaggi di autorizzazione sanitaria relativi all’immissione in commercio.
In Rete tutto quello che si trova col nome del preparato citato in un comunicato della Società è questo sito (vedi). Come si vede, già all’apertura del link, il nome del sito e del prodotto pubblicizzato al suo interno non coincidono. Invitiamo pertanto consumatori e medici prescrittori a leggere con attenzione il testo che segue e ad attenersi alle raccomandazioni contenute nel comunicato citato che riproduciamo integralmente.
“Cari colleghi,
con la presente, a seguito delle segnalazioni trasmesse nel corso dell’anno 2011, sono ad informarvi che permane il pericolo vendita illegale di una presunta tossina botulinica chiamata BoToxinA a prezzi molto competitivi.
Non abbiamo degli elementi certi per poter valutare l’illegalità di tali elementi, e vi invitiamo sempre, prima di procedere all’acquisto delle specialità farmaceutiche, a richiedere e verificare l’autorizzazione AIFA (vedi) all’immissione in commercio e la relativa pubblicazione sulla gazzetta ufficiale, elementi fondanti per verificare la presenza lecita nel mercato italiano del prodotto.
Vi invito a diffidare di eventuali contatti e Vi ricordo il gravissimo grado di pericolosità che può essere rappresentato da una tossina botulinica non certificata e quindi non controllata, e non da ultimo le conseguenze civili e penali alle quali il medico sarebbe chiamato a rispondere.
Vi ricordo che le uniche tossine botuliniche autorizzate in Italia per uso ambulatoriale sono Vistabex di Allergan, Azzalure di Galderma e Bocouture di Merz, Vi invito pertanto ad acquistare solo tramite i canali ufficiali ed i soli prodotti sopra menzionati.
Questa segnalazione è condivisa con le altre Società Scientifiche di Medicina Estetica Italiane aderenti al Collegio, Agorà – SIES – SIME, con le quali si è provveduto a trasmettere, a suo tempo, formale segnalazione agli organi competenti e che continuano a seguire con attenzione l’evoluzione dei fatti oggetto della prima segnalazione.
La rinnovata richiesta di una fattiva collaborazione ci è pervenuta anche dal Comando dei Carabinieri per la Tutela della Salute NAS, con il quale abbiamo già collaborato in occasione delle precedenti segnalazioni.

Cette « BOTOXINA » qui ne persuade pas LA MÉDECINE ESTHÉTIQUE
Un traitement contre les rides (« BoToxinA ») à vendre à des prix très compétitifs sur le Net est actuellement l’objet d’attention de la Société Italienne de Médecine Esthétique (voir).
Il y a de fait le risque qu’il s’agit encore de la vente illégale d’un produit pharmaceutique, déjà signalé en 2011, qui n’a pas passé les étapes de l’autorisation sanitaire relative à la vente.
Sur Internet, tout ce qui a le nom du traitement cité dans un communiqué de la Société est repérable sur ce site (voir). On peut voir, déjà en ouvrant le lien, le nom du site et le produit annoncé à l’intérieur ne correspondent pas. Nous recommandons donc aux consommateurs et aux professionnels de lire attentivement le texte ci-dessous et de suivre les avertissements contenus dans la déclaration citée, qui est reproduite dans son intégralité.
THAT “BOTOXINA” DOES NOT CONVINCE COSMETIC MEDICINE
An anti-wrinckle product (“BoToxinA”) sold on the Web at very competitive prices is under the exam of the Italian Society of Cosmetic Surgery (see: vedi). There is the risk that this product is the same illegal product that has been signalled in 2011 and that did not pass the health authorization steps to be marketed.
The reader can find all the products named as the above mentioned product at the following link: see: vedi. As it is clear from the link, the name of the website and the name of the advertised product do not coincide. This is the reason of our invitation to users and doctors to read carefully the following text and to comply with the advices it gives.
“Dear colleagues,
with this letter and following the warning already made in 2011, I am here to inform you that the danger of the illegal trade at very competitive prices of a supposed botulinum toxin called BoToxinA persists.
We don’t have any certain facts to evaluate the illegality of these elements and we invite you to always ask and verify the AIFA authorization (see: vedi) to their market and the related issue on the Official Gazette before buying them, since the authorization and the issue are fundamental elements to their legal presence on the Italian market.
I invite you to distrust any contacts and I remind you the very high level of danger represented by a not certified and consequently not controlled botulinum toxin. Not least, I also remind you the civil and penal consequences to which the doctor should have to anwer for.
I remind you that the only botulinum toxines authorized in Italy for an outpatient use are Vistabex by Allergan, Azzalure by Galderma e Bocouture by Merz. I invite you to buy only the above mentioned products and only through official channels.
This warning is shared with other Italian Scientific Societies of Cosmetic Medicine participating in the College, Agorà-SIES-SIME, with which I had made a formal warning to the institutions in charge and that still follow carefully the evolution of this affair.
The NAS Command of Carabinieri for Health Protection has also asked us our proactive collaboration as we have alredy done before.

IL CASO “STAMINA” DIVENTA INTERNAZIONALE

Dopo le polemiche politiche sull’autorizzazione ministeriale alla prosecuzione delle cure con il “Metodo Stamina” in ambito pubblico (vedi i nostri due articoli digitando nello spazio di ricerca la parola chiave “Stamina”), adesso la vicenda assume la caratura ingombrante di un “affaire” internazionale.
Pigia sull’acceleratore della polemica la testata Nature che dedica al metodo di cura italiano l’editoriale del numero in distribuzione mentre stiamo scrivendo (19 aprile 2013). Nel riportare lo sconcerto del mondo della ricerca per la decisione ministeriale italiana, non si lascia spazio nemmeno a una battuta al responsabile della decisione (il ministro Renato Balduzzi > vedi) e all’imputato nell’inchiesta giudiziaria (Davide Vannoni, della Stamina Foundation vedi) che sta accompagnando la vicenda. Si usa invece a piene mani il tono dell’ironia più corrosiva (con il consueto spirito anti-italiano di matrice anglosassone e protestante) nel descrivere una Roma nel cui ventre molle stazionano soltanto i vapori delle recenti fumate bianche papaline e gli specchietti per le allodole della pseudoscienza (vedi), (vedi) e (vedi).
Sulla vicenda Stamina ha preso posizione autorevole e importante anche il Comitato Centrale della Fnomceo con una nota inviata alla stampa (vedi) e (vedi).
Nessuno in Italia però restituisce l’apprezzamento corrosivo di Nature facendo battute sul clima oscurantista che ha permesso il manifestarsi di un’epidemia di morbillo potenzialmente mortale nel Galles (vedi): e il nostro non infierire è una buona, ottima, notizia. La panzana sui presunti (e inesistenti) rapporti tra vaccinazione e autismo (la mancata vaccinazione specifica è la più probabile causa) è infatti “made in GB”.
L’affaire « Stamina » devient international
Après la polémique politique sur l’autorisation ministérielle à la poursuite des soins avec la « méthode stamina » dans le domaine public (voir nos deux articles en recherchant sur nôtre site le mot clé « stamina »), maintenant l’histoire prend de l’envergure d’un encombrant « affaire » international.
Le magazine « Nature » appuie sur l’accélérateur de la controverse que consacre à la méthode de traitement italienne l’éditorial de la revue qui est en train d’être distribuée à ce jour (19 Avril 2013). En rapportant la perplexité du monde de la recherche pour la décision ministérielle italienne, on ne donne pas de place même pour une réplique du responsable de la décision (le ministre Renato Balduzzi> voir) ou de l’accusé de l’enquête judiciaire (David Vannoni, de la Fondation Stamina voir ) qui accompagne cette histoire. Au lieu de cela, on utilise généreusement le ton de l’ironie la plus corrosive (avec l’esprit anti-italien habituel des anglo-saxonnes protestantes) en décrivant une Rome dont le ventre mou est encombré que par les vapeurs des dernières fumées blanches de l’élection du Pape de et des faux-fuyants de la pseudoscience (voir) (voir) et (voir).
Sur l’affaire Stamina a pris une position importante qui fait autorité aussi le Comité central du FNOMCeO avec une note envoyée à la presse (voir) et (voir).
Personne en Italie, en revanche, renvoie l’appréciation corrosive de Nature en faisant des blagues sur le climat obscurantiste qui a permis l’émergence de l’épidémie de rougeole potentiellement mortelle au pays de Galles (voir) et notre ne pas nous acharner c’est une bonne, très bonne, nouvelle. Le canard de la prétendue (et inexistante) relation entre la vaccination et l’autisme (le manqué vaccin spécifique est la cause la plus probable) est en fait « made in GB ».
THE CASE “STAMINA” BECOMES AN INTERNATIONAL AFFAIR
After the political debate about the ministerial authorization to the continuation of treatments with the “Stamina Method” in public structures (see our two articles by pressing the key word “Stamina” in the search engine), now the affair is taking the cumbersome importance of an international “affair”.
The magazine Nature is fuelling the debate. It dedicates the editorial of the current edition (19th april 2013) to the Italian treatment. While reporting the bewilderment of the world of reasearch about this italian ministerial decision, not even a word is allowed to the responsible of this decision (the Minister Renato Balduzzi, see: vedi) and to the accused one in this judicial affair (Davide Vannoni, Stamina Foundation see: vedi). The most vitriolic irony is used with the usual anti-italian humor in protestant and anglo-saxon style in describing Rome bowels full of the recent papal white smoke and the illusions of the pseudo-science (see: vedi), (see: vedi) and (see: vedi).
The Central Committee of Fnomceo has taken an authoritative stand about the affair with a press release (see: vedi) and (see: vedi).
On the opposite, nobody in Italy is giving Nature vitriolic considerations back making jokes about the obscurantist mood that has led to a potentially lethal measles epidemic in Wales (see: vedi): the fact that we did not attack them is a very good news. The whacker about the supposed (and non existent) connection between vaccinations and autism (the missed specific vaccination can be the more probable cause) is “made in UK”.
IL CALCIO: FONTE DI PROMOZIONE SOCIALE E CULTURALE

Di calcio si parla troppo e spesso a sproposito. In modo “raffinato”, ad esempio, si lusingano le menti deboli del tifo più becero per vendere biglietti e gadget e poi ci si stupisce delle violenze evocate. Eppure “il più bel spettacolo del mondo” sembra sempre aver la forza di sopravvivere, ai moralisti del lunedì, ai falsi profeti e ai cretini veri sempre all’opera. Le radici culturali del tifo calcistico affondano non a caso in un’eredità antropologica vecchia quanto il mito e probabilmente sono una sua gemmazione visibile e praticabile proprio oggi (grazie alla tecnologia al servizio dei media), in forme nuove e intensità impensabili anche pochi anni addietro.
Questa intensità non ha sempre connotati negativi come il moralismo vorrebbe farci credere. Al di là degli aspetti “nobili” puramente sportivi il calcio è ad esempio anche luogo d’integrazione vera e soprattutto a favore dei disabili. Lo testimoniano gli atti di solidarietà sociale praticati dalla maggioranza dei club e, per alcune squadre, la stessa composizione del tifo: nel Torino FC, per esempio, è attivo il club dei tifosi “Tori Seduti”: una realtà calda e persino autoironica, come il titolo rivela (vedi).
L’AS Roma poi ha in queste settimane lanciato un’iniziativa che definire originale è poco: portare i ciechi di fede giallorossa allo stadio e raccontargli la partita seguendo le indicazioni operative di un non vedente (vedi).
FOOTBALL : SOURCE DE PROMOTION SOCIALE ET CULTURELLE
De football on parle trop et souvent mal. D’une façon « raffinée », par exemple, on flatte les esprits faibles des supporters plus vulgaires pour vendre des billets et des gadgets et puis on est surpris par la violence évoquée. Pourtant, « le plus beau spectacle du monde » semble avoir toujours la force de survivre, aux moralistes du lundi, aux faux prophètes et aux vrais idiots toujours au travail. Les racines culturelles des supporters de football ne résident pas par hasard dans un héritage anthropologique aussi vieux que le mythe et elles sont probablement l’une de ses branches aujourd’hui visible et viable (grâce à la technologie au service des médias), avec de nouvelles formes et intensité qui étaient impensables il y a quelques années.
Cette intensité n’a pas toujours les connotations négatives telles que la morale voudrait nous faire croire. Au-delà des aspects « nobles » purement sportifs le football est aussi un lieu de véritable intégration et en particulier pour les personnes handicapées. Comme en témoignent les actes de solidarité sociale pratiquée par la majorité des clubs et, pour certaines équipes, la même composition des supporters : dans la Torino FC, par exemple, le fan club « Tori seduti » est actif : une réalité chaude et même ironique, comme le titre révèle (voir).
AS Roma puis, ces dernières semaines a lancé une initiative que c’est réductif définir originale : mener les aveugles avec foi rouge et jaune dans les stades e lui raconter le jeu en suivant les directives opérationnelles d’un aveugle (voir).
SOCCER CAN BE A SOURCE OF SOCIAL AND CULTURAL ADVANCEMENT
When talking about soccer, too many words are talked out of turn. For instance, in a very “polished” way, weak minds of the worst cheer are pleased in order to sell tickets and gadgets making the consequent aroused violences a surprise. Nevertheless, “the most beautiful show in the world” seems to have the energy to survive to Monday’s moralists, false prophets and real stupids always at work. Not by chance, the cultural roots of soccer cheer find their ground into an anthropological heritage that is old as myth. They are maybe one of its clear possible gemmation thanks to the technology at the service of media, in new shapes and unimaginable intensity just few years before.
This intensity does not have only negative characteristics as moralists would like to make us believe. Beyond the “noble” aspects connected to sport, soccer is for instance also the place of a real integration especially in favour of disabled people. The social solidarity made by the majority of soccer teams gives evidence to it and, for many teams, the composition of cheer itself is a witness of it. For instance, the club of supporters of Torino FC called “Sitting Bulls” represents a real and self-ironic reality (see: vedi).
Roma AS has launched in these days a very original initiative: taking their visually impaired supporters to the stadium and tell them the match according to the operational indications of one of them (see: vedi).
